Community Asset Transfer Project: Update for Grayshott residents
Grayshott Parish Council is continuing its work on a significant project that could shape the future of the village centre. In December 2025, the Council submitted an Expression of Interest to East Hampshire District Council (EHDC) to acquire the three village car parks: Headley Road, Crossways Road and Glen Road. These car parks play a vital role in supporting Grayshott’s business community, and the Council’s aim is to secure their long-term future for the benefit of residents, visitors and local traders.
Following discussions with EHDC, it was agreed that the proposed transfer would be progressed as a “package deal”, in line with the district council’s approach to community asset transfers. As a result, the package now also includes the public toilet block and a small parcel of land within the Waggoners Estate.
Since the submission of the EoI, EHDC has confirmed that it is willing to move forward with this package, subject to Grayshott Parish Council carrying out a full public consultation. Although EHDC has indicated that any transfer would be completed for a nominal sum (£1), taking ownership of these assets brings with it ongoing responsibilities and costs. The Council is committed to keeping the car parks free to use, which means that the costs of maintenance, repairs, insurance and long‑term upkeep would need to be met through the Council’s income – primarily the parish precept.
A quick reminder: what is the precept?
The parish precept is the portion of Council Tax that is collected on behalf of Grayshott Parish Council. It funds the services, facilities and projects that the Parish Council delivers locally, from maintaining public spaces and supporting community events to managing assets and responding to residents’ needs. Any decision to take on new assets must therefore consider the impact on the precept and ensure that costs are transparent, justified and sustainable. What happens next?
The Parish Council is continuing to work with EHDC to gather detailed information on the likely costs of managing these assets. This will allow the Council to understand the potential financial impact and to present clear, accurate information to residents before any final decision is made.
The Council will share further updates, publish information sheets and carry out surveys as part of the formal public consultation. The timeline has shifted, and dates for the public consultation, including details of how residents can take part, will be made available in due course.
